The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, October 7, 2024. The following council members answered to roll call Randy Abbink, Wayne Bertrand, Victor Settje and Dennis Bietz. Those council members absent were Myles Runyon and Tim Asche. Others present were Tanya Bult, Maggie Spak, Kathy Beecher, Randy Blunck, Julie Blunck, Ray Beecher, Ron Sudbeck, Peggy Schelske, Tim Trautmann, Dommonick Pechous, Cory Bjorum, Deloris Maruska, Tammy Maruska, Jim Maruska, Kalob Maruska, Brian Humphrey, Roger Treick, Marvin Thum, Agnes Thum, Curtis Hofer, Kelli King, Dorene Winckler, Tim Furney, Craig Winckler and Richard Kloucek.
A motion was made by Bertrand, second by Abbink to approve the agenda with addition of C. Hire Part Time Officer under new business. All voted in favor. Motion carried.
A motion was made by Bietz, second by Bertrand to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.

Board of Adjustments
James E Maruska is requesting a conditional use variance to operate a Repair, Welding and Manufacturing business. This would be a commercial use within a residential use district located at 111 and 121 Third Street in the City of Scotland, South Dakota.
Settje left the meeting at 5:17pm. Due to lack of quorum the council went into recess at 5:20pm.

Board of Adjustments
Mayor Thum read a letter from James Maruska stating at this time Maruska would like to withdraw his application for a conditional use variance located at 111 and 121 Third Street in the City of Scotland, South Dakota.
Ordinance Chapter 6 - A motion was made by Settje, second by Bertrand to approve the first reading of the traffic regulations, moving and non-moving traffic ordinance with the following changes: adjusted fines and added off road and golf cart regulations. All voted in favor. Motion carried.
Tree Ordinance - A motion was made by Bietz, second by Asche to approve the first reading of the tree ordinance with the following changes: trim 8 foot over the side walk instead of 10 foot and extend notice time from 48 hours to 7 days. All voted in favor. Motion carried.
Hire Part-Time Officer - A motion was made by Bietz, second by Settje to hire part time police officer Maxus Mach at $21.00 per hour. All voted in favor. Motion carried.
Set meeting date for the November Meeting - The meeting will be on Monday, November 11, 2024 at 5:00pm.
With no further business to discuss a motion was made by Bietz, second by Abbink to adjourn the meeting at 5:18pm. All voted in favor. Motion carried.
