The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, May 6, 2024. The following council members answered to roll call Randy Abbink, Tim Asche, Myles Runyon, Victor Settje, Wayne Bertrand and Dennis Bietz. Others present were Tanya Bult, Tristan Bult, Tim Trautmann and Peggy Schelske.
A motion was made by Abbink, second by Bietz to approve the agenda. All voted in favor. Motion carried.
A motion was made by Bertrand, second by Settje to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.

Finance Officer Report - Received a new quote regarding the painting of the water tower. In the water tank inspection report it stated the exterior was in fair condition. Reminder that all dogs and cats need to be registered by May 31st. June 1st fines will be applied to the registration of all unlicensed dogs and cats.
Library Report - Library board meeting will be held on Monday, May 20, 2024 at 7pm in the library. Billie Jo and Tanya will be attending library institute in Aberdeen June 2nd - 7th.
City Maintenance Report - Asked for feedback on mowing the ditches along Hwy 25 on the south side of town. The council agreed that the mowers should mow to passes and call it good.
Chapter 3 Fire and Building Regulations - A motion was made by Abbink, second by Settje to approve the second reading of ordinance Chapter 3 Fire and Building Regulations. All voted in favor. Motion carried.
A motion was made by Bietz, second by Settje to adjourn the 2023 - 2024 City Council Meeting at 5:14pm. All voted in favor. Motion carried.

Oath of Office - The oath of office was administered to Alderman Ward I Dennis Bietz (2-year term), Alderman Ward II Victor Settje (2-year term) and Alderman Ward III Randy Abbink (2-year term).

Crack Seal - A motion was made by Abbink, second by Bietz to approve crack sealing at $0.73 per linear foot to Topkote spending up to $10,000. All voted in favor. Motion carried.
Chapter 4 Board of Health, Health Regulations, and Nuisances - The council reviewed chapter 4 of the city ordinance with no corrections or changes.
Set meeting date for the June Meeting - The meeting will be on Monday, June 10, 2024 at 5pm.
A motion was made by Bietz, second by Bertrand to enter into executive session at 5:34pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor. Motion carried.
A motion was made by Abbink, second by Settje to come out of executive session at 5:40pm with the following action taken. All voted in favor. Motion carried.
A motion was made by Bertrand, second by Settje to hire the following: Rubble Site Monitor at $13.50 per hour Marcia Preszler. All voted in favor. Motion carried.
A motion was made by Settje, second by Runyon to enter into executive session at 5:41pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor. Motion carried.
A motion was made by Bietz, second by Asche to come out of executive session at 6:08pm with the following action taken. All voted in favor. Motion carried.
A motion was made by Bertrand, second by Settje to approve the following raise to employee: Tim Trautmann to $21.50 per hour. All voted in favor. Motion carried.
A motion was made by Runyon, second by Abbink to enter into executive session at 6:10pm for Litigation as per SDCL 1-25-2 Sub (3). All voted in favor. Motion carried.
A motion was made by Settje, second by Asche to come out of executive session at 6:37pm with no action taken. All voted in favor. Motion carried.
With no further business to discuss a motion was made by Runyon, second by Bertrand to adjourn the meeting at 6:38pm. All voted in favor. Motion carried.
