The regular meeting of the City of Scotland was called to order by Mayor Curtis Hofer at 5:02pm on Monday, May 10, 2021. The following council members answered to roll call Randy Abbink, Jerry Nelson, Dennis Bietz and Randy Thum. Those council members absent were Tim Asche and Sean Barrett. Others present were Finance Officer Tanya Bult, City Maintenance Chris Simantel, and Peggy Schelske.
A motion was made by Thum, second by Abbink to approve the agenda. All voted in favor. Motion carried.
A motion was made by Bietz, second by Nelson to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.

Cemetery Update - A motion was made by Bietz, second by Abbink to place the order for 912 feet of 2” x .115 x 24’ galvanized tubing at $4.25 per foot and 150 2” x 1-5/8” steel line tops at $3.24 each. All voted in favor. Motion carried.
Third/Walnut Street Intersection - Suggest placing the speed sign at the intersection for south bound traffic.
A motion was made by Nelson, second by Abbink to adjourn the 2020 - 2021 City Council Meeting at 5:35pm. All voted in favor. Motion carried.

Oath of Office - The oath of office was given by Finance Officer Bult to the 2021 - 2022 Mayor Curtis Hofer and council members Tim Asche, Randy Thum, and Sean Barrett.

Crack Seal - A motion was made by Barrett, second by Abbink to approve crack sealing at $0.66 per linear foot to Topkote spending up to $6,000. All voted in favor. Motion carried.
HR & FO School - A motion was made by Thum, second by Bietz to approve registration and related expenses for Bult to attend Human Resources and Finance Officers’ school in Pierre June 8-11. All voted in favor. Motion carried.
Audit - A motion was made by Thum, second by Barrett to have Schoenfish & Co, Inc. to audit the financial statements of the City for the years 2019 and 2020. All voted in favor. Motion carried.
Bleachers - A motion was made Barrett, second by Bietz to purchase a 4 row aluminum bleacher frame with 27’ planking at the cost of $2,857 to replace the cement block bleachers at the small ball field. All voted in favor. Motion carried.
Set meeting date for the June Meeting - The meeting will be on Monday, June 7, 2021 at 5:00pm.
A motion was made by Nelson, second by Bietz to enter into executive session at 5:52pm for Personnel as per SDCL 1-25-2 Sub (1) Seasonal Applications. All voted in favor. Motion carried.
A motion was made by Barrett, second by Bietz to come out of executive session at 5:58pm with the following action taken. All voted in favor. Motion carried.
A motion was made by Thum, second by Abbink to hire the following subject to certification: Lifeguard at $9.70 per hour Jaden Plooster and Halle Van Hove; Lifeguard at $9.45 per hour Tea Atkinson. All voted in favor. Motion carried.
A motion was made by Thum, second by Abbink to hire Rusten Anderson at $10.00 per hour for summer maintenance. All voted in favor. Motion carried.
With no further business to discuss a motion was made by Thum, second by Barrett to adjourn the meeting at 6:00pm. All voted in favor. Motion carried.
