The special meeting of the City of Scotland was called to order by Council President Randy Thum at 5:30pm on Monday, March 16, 2020. The following council members answered to roll call: Randy Abbink, Tim Asche, Dennis Bietz, and Sean Barrett.  Those council members absent were Victor Settje. Others present were Finance Officer Tanya Bult, Ryan Murtha, Peggy Schelske, Julia Dangel, Mike Dangel, Curtis Hofer (phone), Pam Cokeley (6:02), and Greg Schneider (6:09pm), and Chad Odens (6:24pm).

Storm Drainage Bid Results -
The following bids were opened on Thursday, March 12, 2020 at 2pm in the city office meeting room.

A motion was made by Asche, second by Bietz to award schedule B bid to Slowey Construction with change (if needed) to move the drainage north onto Kocer property and eliminate alternate 1 bid. All voted in favor. Motion carried. 

A motion was made by Bietz, second by Abbink to enter into executive session at 6:21pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor.  Motion carried.

A motion was made by Asche, second by Bietz to come out of executive session at 6:24pm with the following action taken. All voted in favor. Motion carried.

A motion was made by Abbink, second by Bietz to hire Chris Simantel as city maintenance at $16.50 per hour and re-evaluate after completing the six month probation period. All voted in favor. Motion carried.

With no further business to discuss a motion was made by Asche, seconded by Barrett to adjourn the meeting at 6:25pm. All voted in favor. The Local Board of Equalization was called to order by Council President Randy Thum at 6:30pm on Monday, March 16, 2020.  Those answering to roll call were:  Randy Abbink-Council, Tim Asche-Council, Jason Bietz-School, Chad Odens-School, Dennis Bietz-Council, and Sean Barrett-Council. Others present were: Tanya Bult-Finance Officer, Greg Schneider, Jerry Baltzer, Mary Jo Bauder and Curtis Hofer (phone).

With no further objections to review a motion was made by Asche, second by Odens to adjourn the meeting at 6:34pm. All voted in favor. Motion carried.
