Oath of Office - The oath of office was given by Finance Officer Bult to the 2018 - 2019 council members Dennis Bietz and Ron Dvorak.
The regular meeting of the City of Scotland was called to order by Mayor Curtis Hofer at 5:00pm on Monday, June 4, 2018. The following council members answered to roll call Ron Dvorak, Randy Thum, Victor Settje, Dennis Bietz, Sean Barrett, and Tim Asche. Others present were Finance Officer Tanya Bult, City Maintenance Employees Bob Green and Jason Alberts, Peggy Schelske, Kent Lehr (5:25pm), and Jim Maruska (5:39pm).
A motion was made by Thum, second by Dvorak to approve the agenda. All voted in favor. Motion carried.
A motion was made by Thum, second by Barrett to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.
The bills were presented and a motion was made by Barrett, second by Dvorak to approve the bills. Yay: Dvorak, Thum, Bietz, Barrett, Asche. Nay: Settje. Motion carried.

Finance Officer’s Report - In May 29 notices of intent to disconnect service letters were mailed with none being disconnected. Water loss report for May: 24% loss including all accounts minus Poets usage and 8% loss including all accounts with Poets usage. May Building Permits: Michael Behl, Deck Addition; James Dangel, Demolish House; Joel Neuman, Fence, Windows, Roof; Michelle Kass, Demolish Garage; Youth Center, Front Entrance Remodel. District III sent a statement of extension indicating Scotland’s intention to join as a member for 2019. On the BBB intents from our communities in District III. The preliminary recommendation will be for Scotland to fill out a full application now. The process for approval has already cleared a couple of hurdles. Finance Officer Bult will also be out of town the remainder of the week for finance officer school. The pool will be opening on Friday, June 8, 2018 pending weather and water temp.
City Maintenance Employee Report - There was a water main break at the pool bathhouse. Pool is up and running just waiting for the water to warm up. This morning the water temp was 66 degrees. An apron needs to be placed in front of the new ballfield bathrooms. This week or next week they will start spraying for mosquitos.

Thum - Mowing properties that are vacant and billing appropriate parties.
Settje - Suggested live streaming or videotaping council meetings. Re-visited the subject of monster blocks on city property line.
Bietz - Speeding on Hwy 25 and Sixth Street.
Barrett - None
Asche - Received compliments that the cemetery looked good over Memorial Day.
2018 - 2019 City Council & Committee Appointments - A motion was made by Dvorak to nominate Randy Thum as Council President, second by Asche. Dvorak ceased nominations second by Barrett. All voted in favor. Motion carried. A motion was made by Dvorak to nominate Sean Barrett as Council Vice President, second by Bietz. Thum ceased nominations second by Dvorak. All voted in favor. Motion carried.

Animal Ordinance - A few additional suggested changes came into the office regarding the dog ordinance section. After a lengthy discussion it was decided to table the issue to be looked into further.
Restricted Use Site Update - Nothing new to report at this time.
Rotary: City Hall Window Shades - It was asked if the city ever considered putting up shades in the upstairs of the city hall. They have never looked into it assuming the costs would be too high for a minimal amount of use. The school puts up their own shades during the school play.
Athletic Association - A motion was made by Thum, second by Bietz to grant permission to the Scotland Athletic Association to block off Sixth Street between Poplar and Cherry Street on June 24th for sports day. All voted in favor. Motion carried.
Ambulance Generator - The ambulance service is interested in co-purchasing a new generator with the fire department. A motion was made by Asche, second by Thum to approve expenditure up to $15,000 on the shared expense for the new generator. All voted in favor. Motion carried.
Ambulance Memorial Monument - The ambulance service is interested in co-purchasing a memorial monument with the fire department. A motion was made by Barrett, second by Dvorak to approve the shared expenditure with the fire department. All voted in favor. Motion carried.
Elected Officials Workshop - This workshop is open to all elected officials. The purpose of this workshop is to provide a basic crash course on local government. The deadline to register is July 6th so Bult will follow up with all city elected officials the first week of July.
Set meeting date for the July Meeting - The meeting will be on Monday, July 9, 2018 at 5:00pm.
A motion was made by Dvorak, second by Thum to enter into executive session at 6:01pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor. Motion carried.
A motion was made by Asche, second by Settje to come out of executive session at 7:02pm with the following actions taken. All voted in favor. Motion carried.
A motion was made by Asche, second by Thum to hire Clay Loneman at $16.25 per hour. After successfully completing the certification a raise will be discussed. An agreement shall be in effect for three years starting with the date the finance officer receives documentation of employee’s certification. All voted in favor. Motion carried.
With no further business to discuss a motion was made by Thum, second by Bietz to adjourn the meeting at 7:24pm. All voted in favor. Motion carried.
