The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, July 8, 2024. The following council members answered to roll call Randy Abbink, Wayne Bertrand, Myles Runyon, Victor Settje, Tim Asche and Dennis Bietz. Others present were Tanya Bult, Maggie Spak, Tristan Bult, Julia Dangel, Peggy Schelske, Tim Trautmann and Del Gran.
A motion was made by Abbink, second by Bietz to approve the agenda. All voted in favor. Motion carried.
A motion was made by Runyon, second by Bertrand to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.
A motion was made by Settje, second by Asche to approve the bills. All voted in favor. Motion carried.

Public Concerns:
Julia Dangel was asking for an update on housing for 55-plus. Housing for 55-plus is a single level to eliminate stairs, have light switches and counters that are lower and accessible for people who use a wheelchair with no-step showers. When there is a vacancy, Dangel has volunteered to be on the Scotland Housing Development committee.

Bertrand - Stated railway street is in bad shape due to heavy equipment/semi traffic. After Memorial Day some VFW Lady Auxiliary plaques were removed. If you are missing one, please contact the Ladies Auxiliary.
Runyon - None
Settje - Requesting for an update on the gravel patch on Stafford Street north of Zion church.
Asche - None
Bietz - Frustrated that citizens find it acceptable to verbally abuse city employees.
Ordinance Chapter 5 - A motion was made by Settje to change the dog limit from 3 to 5. Motion failed for a lack of second. Chapter 5 of the city ordinance remains with no corrections or changes.
Daily Malt Beverage Permit - Recreation Bar requested a daily malt beverage license for the Youth Center Corn Hole Tournament Friday, August 9 and Fireman Street Dance Saturday, August 10 being held on Main Street. A motion was made by Bietz, second by Abbink to approve the Daily Malt Beverage License request. All voted in favor. Motion carried.
Daily Malt Beverage Permit - Scotland Rodeo Club requested a daily malt beverage license for Friday, August 9, Saturday, August 10 and Sunday, August 11 for the Scottie Stampede Rodeo being held at the Rodeo grounds. A motion was made by Bertrand, second by Runyon to approve the Daily Malt Beverage License request. All voted in favor. Motion carried.
Street - A motion was made by Settje, second by Runyon to allow Main Street to be closed from German Mutual Insurance to First Street on Saturday, August 10 for the downtown chamber activities. All voted in favor. Motion carried. Main Street will reopen for the Scottie Stampede Parade held at 1:30pm.
Close Main Street - A motion was made by Bietz, second by Asche to allow Main Street to be closed from Second Street to Farmers & Merchants State Bank on Saturday, August 10 following the parade for the Fireman Street Dance. All voted in favor. Motion carried.
A motion was made by Runyon, second by Settje to enter into executive session at 5:38pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor. Motion carried.
A motion was made by Runyon, second by Settje to come out of executive session at 6:22pm with the following action taken. All voted in favor. Motion carried.
A motion was made by Abbink, second by Settje to accept the resignation of summer Maintenance DuAnne Hoaglin. All voted in favor. Motion carried.
A motion was made by Asche, second by Bertrand to accept the resignation of city maintenance Tristan Bult effective July 10, 2024. All voted in favor. Motion carried.
Set meeting date for the Budget Meeting - The meeting will be on Monday, July 29, 2024 at 5:00pm.
Set meeting date for the August Meeting - The meeting will be on Monday, August 12, 2024 at 5:00pm.
With no further business to discuss a motion was made by Bietz, second by Abbink to adjourn the meeting at 6:30pm. All voted in favor. Motion carried.
