The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, July 6, 2026. The following council members answered to roll call Randy Abbink, Wayne Bertrand, Victor Settje, and Dennis Bietz. Those council members absent were Amanda Fischer and Tim Asche. Others present were Tanya Bult, Domm Pechous, Rich Jones, Peggy Schelske, Mark Maggs, Bryant Rolfs, Julie Dangel and Zach Clifton (5:20pm).

Finance Officer Report - Received a thank you from the Scotland Museum for the donation. They encourage you to stop in to see the updates and progress they have made so far.  

Library Report - The Summer Reading Program takes place every Thursday in July from 10:00 a.m. to 11:30 a.m. Story Time is held every Friday at 10:30 a.m. and is open to the public. Join us on Wednesday, July 15 at 3:30pm for a special visit with David Hosmer Author of Yankton’s Yardbirds, first hand stories of veterans of World War II from the area.  

Maintenance Report - Power raked the alleys and picked up the sander from Mitchell. The control panel at the water tower froze during the recent power surge. A brief discussion was held regarding the possibility of constructing a new water tower. It was noted that a larger water tower would cost approximately $2 million. To qualify for a State Revolving Fund (SRF) loan, water rates would likely need to increase by approximately $20–$30 per customer.

Public Concerns:
Julie Dangel was pleased that the city is being proactive instead of reactive in addressing the water issues.

Council Concerns/Committee Reports:
Abbink - Asked who is responsible for taking care of the Veterans Memorial on Main Street next to the City Hall.
Settje - Requested an update regarding the state coming to grind down the bumps entering on to Main Street.
Bietz - Five dead trees from the cemetery pose a concern and need to be removed.
Thum - Thank you to our employees for their hard work and dedication during the recent water main break and to our residents and businesses for their understanding and support throughout the disruption. Everyone’s cooperation was greatly appreciated.

Election Update - Nominating petitions began July 3rd with the deadline to file being August 25th at 5pm. The following offices will become vacant due to expiration of the present term: Ward I - Dennis Bietz, Ward II - Victor Settje and Ward III - Randy Abbink all 2-year terms.

Daily Malt Beverage Permit - Recreation Bar requested a daily malt beverage license for the Youth Center Corn Hole Tournament Friday, August 7 and Fireman Street Dance Saturday, August 8 being held on Main Street. A motion was made by Bietz, second by Settje to approve the Daily Malt Beverage License request. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Daily Malt Beverage Permit - Scotland Rodeo Club requested a daily malt beverage license for Friday, August 7, Saturday, August 8 and Sunday, August 9 for the Scottie Stampede Rodeo being held at the Rodeo grounds. A motion was made by Abbink, second by Bertrand to approve the Daily Malt Beverage License request. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Main Street Closure - A motion was made by Bietz, second by Settje to allow Main Street to be closed from German Mutual Insurance to Second Street on Friday, July 7 for the Youth Center Corn Hole Tournament. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Main Street Closure - A motion was made by Settje, second by Bertrand to allow Main Street to be closed from German Mutual Insurance to First Street on Saturday, August 8 for the downtown chamber activities. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz. Main Street will reopen for the Scottie Stampede Parade held at 1:30pm.

Main Street Closure - A motion was made by Bietz, second by Abbink to allow Main Street to be closed from Second Street to Farmers & Merchants State Bank on Saturday, August 8 following the parade for the Fireman Street Dance. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Police Agreement - Two month-by-month service agreement proposals were presented to the board for review and discussion. 1. On-Call Only: On-call services for 48 hours per week at a rate of $400.00 per month. 2. On-Call Plus Patrol: On-call services combined with active patrol services at a rate of $2.00 per hour for on-call time and $40.00 per hour for active patrol hours worked. A motion was made by Bertrand, second by Settje to approve the On-Call Plus Patrol agreement with the county on a month-by-month basis. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Resignation - A motion was made by Settje, second by Abbink to accept the resignation of city police officer Zachary Clifton effective July 18, 2026. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Set meeting date for the Budget Meeting – The meeting will be on Monday, August 3, 2026 at 5pm.

Set meeting date for the August Meeting - The meeting will be on Monday, August 10, 2026 at 5pm.

Executive Session - A motion was made by Abbink, second by Settje to enter into executive session at 5:32pm for Litigation as per SDCL 1-25-2 Sub (3). The motion carried by a unanimous vote.  A motion was made by Abbink, second by Bertrand to come out of executive session at 5:40pm. The motion carried by a unanimous vote.

Executive Session - A motion was made by Bietz, second by Settje to enter into executive session at 5:41pm for Personnel as per SDCL 1-25-2 Sub (1). The motion carried by a unanimous vote.  A motion was made by Settje, second by Abbink to come out of executive session at 6:06pm. The motion carried by a unanimous vote.

A motion was made by Bertrand, second by Settje to hire the following lifeguards at $16.50 per hour Cati Uecker and Hunter Sobotka. The motion carried by the following vote: Yes: 4 - Abbink, Bertrand, Settje, Bietz.

Adjourn - A motion was made by Bietz, second by Abbink to adjourn the meeting at 6:07pm. The motion carried by a unanimous vote.
