The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, July 10, 2023. The following council members answered to roll call Randy Abbink, Myles Runyon, Victor Settje, Dennis Bietz and Sean Barrett (5:06pm). Those council members absent were Tim Asche. Others present were Tanya Bult, Chris Simantel, Tristan Bult, James Hoffard and Peggy Schelske.
A motion was made by Abbink, second by Runyon to approve the agenda. All voted in favor. Motion carried.
A motion was made by Bietz, second by Abbink to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.

Finance Officer’s Report - Received a note from Debra McGlynn stating we have a lovely camping site with clean bathrooms, City should be proud. Coach Robb has asked if the council would allow the football team to swim 30-60 mins on the Saturday of rodeo day’s weekend.
Library Director Report - In July we have the Summer Reading program. May’s rescheduled board meeting will be held on Monday, July 24, 2023 at 7pm.
Police Report - 12 Traffic enforcements and 23 Calls for service.
City Maintenance Report - Mowing, Waiting on tubes to pour posts at the park, Finish patching prior to chip seal.

Painting the Water Tower - A quote of $45,300 was received to power wash and paint the exterior of the water tower from the platform up with only Scotland no design.
James Hoffard and Myles Runyon left the meeting at 5:25pm.
Daily Liquor Permit - Beer Garden, Menno, SD requested a daily liquor license for a wedding dance Saturday, October 7th held at the City Hall. A motion was made by Barrett, second by Abbink to approve the Daily liquor license request. All voted in favor. Motion carried.
Daily Malt Beverage Permit - Recreation Bar requested a daily malt beverage license for the Youth Center Corn Hole Tournament Friday, August 11 and Fireman Street Dance Saturday, August 12, 2023 being held on Main Street. A motion was made by Bietz, second by Settje to approve the Daily Malt Beverage License request. All voted in favor with Barrett abstaining. Motion carried.
Daily Malt Beverage Permit - Scotland Rodeo Club requested a daily malt beverage license for Friday, August 11, Saturday, August 12 and Sunday, August 13 for the Scottie Stampede Rodeo being held at the Rodeo grounds. A motion was made by Settje, second by Bietz to approve the Daily Malt Beverage License request. All voted in favor. Motion carried.
Close Main Street - A motion was made by Abbink, second by Barrett to allow Main Street to be closed from German Mutual Insurance to Second Street on Friday, August 11 for the Youth Center Corn Hole Tournament. All voted in favor. Motion carried.
Close Main Street - A motion was made by Bietz, second by Settje to allow Main Street to be closed from German Mutual Insurance to First Street on Saturday, August 12 for the downtown chamber activities. All voted in favor. Motion carried. Main Street will reopen for the Scottie Stampede Parade held at 1:30pm.
Close Main Street - A motion was made by Runyon, second by Abbink to allow Main Street to be closed from Second Street to Farmers & Merchants State Bank on Saturday, August 12 following the parade for the Fireman Street Dance. All voted in favor. Motion carried.
Malt Beverage/SD Wine Renewal Licenses - A motion was made by Bietz, second by Runyon to renew the following RB (on-off sale) Malt Beverage/SD Farm Wine licenses for Main Stop. All voted in favor. Motion carried.
Pool Slide - Council was in agreeance to allow group to fundraise. The purchase of slide will be in contingent of funds raised, insurance approval and lifeguard requirements. Topic will be revisited once all documents are presented to the council.
A motion was made by Abbink, second by Bietz to accept the resignation of police officer Braden Wolfe effective June 12, 2023. All voted in favor. Motion carried.
A motion was made by Settje, second by Barrett to accept the resignation of city maintenance Tristan Bult effective July 21, 2023. All voted in favor. Motion carried.
Set meeting date for the Budget Meeting - The meeting will be on Monday, July 31, 2023 at 6:00pm.
Set meeting date for the August Meeting - The meeting will be on Monday, August 7, 2023 at 5:00pm.
A motion was made by Bietz, second by Abbink to enter into executive session at 5:37pm for Litigations as per SDCL 1-25-2 Sub (3). All voted in favor. Motion carried.
A motion was made by Settje, second by Barrett to come out of executive session at 5:44pm with no action taken. All voted in favor. Motion carried.
A motion was made by Bietz, second by Settje to enter into executive session at 5:46pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor. Motion carried.
A motion was made by Settje, second by Bietz to come out of executive session at 6:02pm with the following action taken. All voted in favor. Motion carried.
A motion was made by Runyon, second by Settje to set base pay for part-time officers at $18.00 per hour. All voted in favor. Motion carried.
