The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:02pm on Monday, January 8, 2024. The following council members answered to roll call Myles Runyon, Victor Settje, Sean Barrett and Dennis Bietz. Those council members absent were Randy Abbink and Tim Asche. Others present were Tanya Bult, Tim Trautmann, Maggie Spak, Tristan Bult and Vic Settje.
A motion was made by Bietz, second by Runyon to approve the agenda. All voted in favor. Motion carried.
A motion was made by Runyon, second by Settje to approve the minutes of last month’s regular and end of year meeting. All voted in favor. Motion carried.
A motion was made by Settje, second by Barrett to approve the bills. All voted in favor. Motion carried.

City Maintenance Report - Discussed contract with Dakota Pump for lift station inspections. Tristan passed his water distribution exam. Tim passed his CDL written exam and received his CDL learners permit.
Public Concerns:
Vic Settje stated the parking ticket to the young Maruska boy was unnecessary especially right after a family loss.
Council Concerns/Committee Reports:
Runyon - Cardboard discussion. Check rate for additional dumpster for cardboard only.
Settje - Commercial dumpster issues need to be addressed with Myers Sanitation directly.
Barrett - None
Bietz - None
Thum - Snow removal. Residents are asked to be a little more patient.
Wage Schedule - 2024 City Officials/Employee Wage Schedule-As described in SDCL 6-1-10, each municipality must publish a complete list of employee’s salaries with the proceedings of the first meeting of the year. A motion was made by Barrett to accept the below listed wage schedule, second by Bietz. All voted in favor. Motion carried. The 2024 salary and wage schedule for the City of Scotland is as follows:

City Election - A motion was made by Bietz, second by Settje to set the 2024 municipal election date for Tuesday, April 9, 2024 from 7am to 7pm. All voted in favor. Motion carried. The following offices will become vacant due to expiration of the present term: Ward I - Dennis Bietz, Ward II - Victor Settje and Ward III - Randy Abbink.
Work Comp Roster - Volunteers for the Scotland Fire Department and the Scotland Ambulance Service were updated. It is the intent of the Scotland City Council to cover these volunteers for work comp purposes. The rosters are on file at the City Finance Office. A motion was made by Settje, second by Bietz to approve the Scotland Fire Department and Scotland Ambulance Service rosters and Work Comp coverage for all volunteers listed on the rosters. All voted in favor. Motion carried.
Garbage Issues - Complaints about garbage man dragging the cans as he is pulling away and breaking them. At one house he won’t pick up the cans because they are too close together but another house he will pick up two at a time. The cans are not being tipped enough to fully dump all contents. Moving forward directing all mailbox damage by garbage man to the post office as that is a federal offence. Start ticketing individuals for illegal dumping as all residents and businesses are required to have garbage service per ordinance.
Municipal Government Day - This is being held on a Tuesday and Wednesday which is February 6th and February 7th. Those that can attend are encouraged to do so. The deadline to register is the 31st of January.

Two Way Solutions - A motion was made by Settje, second by Barrett to approve the purchase of equipment for the new truck at the quoted price of $17,938.20. All voted in favor. Motion carried.
Wine License - A motion was made by Barrett, second by Bietz to approve the Retail (on-off sale) Wine and Cider License for Scotland Oil Enterprises, Inc. d/b/a Scottie Stop. All voted in favor. Motion carried.
Set meeting date for the February Meeting - The meeting will be on Monday, February 12, 2024 at 5pm.
With no further business to discuss a motion was made by Bietz, second by Settje to adjourn the meeting at 5:44pm. All voted in favor. Motion carried.
