The regular meeting of the City of Scotland was called to order by Mayor Curtis Hofer at 4:59pm on Monday, January 8, 2018. The following council members answered to roll call H. Victor Settje, Ron Dvorak, Sean Barrett, Tim Asche, Randy Thum, and Joe Bouza. Others present were Finance Officer Tanya Bult, City Maintenance Employees Bob Green and Jason Alberts, Chief of Police Kirk McCormick, Ray Beecher, and Peggy Schelske.
A motion was made by Thum, second by Dvorak to approve the agenda. All voted in favor. Motion carried.
A motion was made by Thum, second by Asche to approve the minutes of last month’s regular and year end meeting. All voted in favor. Motion carried.

Finance Officer’s Report - 33 notices of intent to disconnect service letters were mailed with two being disconnected. All services have been restored. December Building Permits: Joe & Monica Keppen, Replace Windows, Doors, and Siding. The Prescription Drug Take Back receptacle was installed in the pharmacy.
This receptacle allows anyone to put their old or unused prescriptions and OTC’s in a secured location for disposal. This includes opioids like hydrocodone. The receptacle has instructions right on it for what can and cannot go in. Interestingly enough, even pet medications can be disposed of this way.

City Maintenance Employee Report - In February Green will be attending classes in Mitchell for spraying recertification. Also in February Alberts will be attending classes in Brookings for wastewater certification. Water lines have been freezing up like at the laundry mat and theater, so keep an eye on your pipes.

Hofer - Presented an appreciation plaque to retired employee Ray Beecher for his years of service at the City of Scotland from September 5, 2006 to December 14, 2017.
Restricted Site Use Update - Application has been completed with letters being sent to adjacent land owners, DENR surface water quality program, Dept. of the Interior Fish and Wildlife Service, and Dept. of Game, Fish, and Parks.
Housing Commission Update - Sean Barrett on behalf of the housing commission gave a brief update.
Recreation Area Bathroom - The recreation bathroom committee: Thum, Barrett, and Asche met. The rough sketch was taken to Menno Lumber and a drawing was completed. An estimate for just the building supplies for the desired building was $11,400. It was decided to table the project this meeting and have the committee meet one more time with projected bid opening at the March regular meeting.
Water Meter Update - A discussion was held regarding our current water meters that are no longer available to purchase or send in for repairs. Bult explained to the council that she has numerous brochures that they are more than welcome to stop and look at any time. Bult also explained that with a grant/loan a water surcharge would most likely be added to the water bill until the loan was paid in full.
Liquor License 2018 Renewal - The license up for renewal is Jacs Bar (retail on-sale and off-sale package liquor) the license period of January 1, 2018 through December 31, 2018. A motion was made by Thum, second by Dvorak to approve the liquor license renewal for the year 2018. All voted in favor. Motion carried.
Chief of Police Resignation - A motion was made by Thum, second by Asche to approve Officer McCormick’s resignation effective January 21, 2018. All voted in favor. Motion carried. The council thanked him for his two and a half years of service.
City Election Date - A motion was made by Asche, second by Dvorak to set the 2018 municipal election date for Tuesday, April 10, 2018 from 7 am to 7 pm. All voted in favor. Motion carried. A notice of vacancies will be published in the paper next week. Those positions are: Alderman, Ward I for a 2 year term (H. Victor Settje); Alderman, Ward II for a 2 year term (Joe Bouza); Alderman, Ward III for a 2 year term (Ron Dvorak). Circulation of nominating petitions may begin no earlier than the 26th of January and deadline for filing nominating petitions is the 23rd of February by 5:00pm at the finance office.
Fire/EMT Roster - A motion was made by Dvorak, second by Thum to acknowledge and approve the current firemen (Dick Behl, Bob Green, Mike Mehrer, Tim Furney, Jim Maruska, Sean Barrett, Troy Furney, John Bult, Jeff DeBoer, Michael Behl, Chad Odens, Jared Schortzman, Calby Auch, Andy Vitek, Clinton Sieben, Kyle Stewart, Vincent Bickner, Joe Kronaizl, Jared Zweifel, Dillon Fischer, Tanner Suess, Logan Winckler, Josh Kass, and Connor Grosz) and the current EMT’s (Dick Behl, Michael Behl, Shelly Gibbins, Jim Maruska, Steve Maruska, Mariah Suess, Tammy Rueb, Sonja Davis, Jayme Kocourek, Kirk McCormick, and Shantel Geiman) rosters per the SDML Work Comp Regulations. All voted in favor. Motion carried.
Municipal Government Day - This is being held on a Tuesday and Wednesday which is February 6th and 7th at Pierre. Those that can attend are encouraged to do so. The deadline to register is the 23rd of January with Mayor Hofer and Thum having an interest in attending. Finance Officer Bult will check with everyone before that deadline.
Set meeting date for the February Meeting - The meeting will be on Monday, February 12, 2018 at 5:00pm
2018 City Officials/Employee Wage Schedule-As described in SDCL 6-1-10, each municipality must publish a complete list of employee’s salaries with the proceedings of the first meeting of the year. A motion was made by Thum to accept the below listed wage schedule, second by Dvorak. All voted in favor. Motion carried.

A motion was made by Settje, second by Asche to give the following raises to full time and part time employees: Finance Officer (Tanya Bult) to $17.00 per hour plus healthcare, retirement, $50 cell phone stipend; Maintenance Employee/Certified Water/Certified Sewer Operator (Bob Green) to $19.00 per hour plus healthcare, retirement, $50 cell phone stipend. Maintenance Employee/Certified Water Operator (Jason Alberts) to $16.00 per hour plus healthcare, retirement, $50 cell phone stipend; Police Officer Part-time Certified (Brian Humphrey) to $16.00 per hour; Police Officer Casual Certified to $14.50 per hour. All voted in favor. Motion carried.
With no further business to discuss a motion was made by Dvorak, second by Thum to adjourn the meeting at 6:53pm. All voted in favor. Motion carried.
