The regular meeting of the City of Scotland was called to order by Council President Randy Thum at 5:00pm on Monday, January 6, 2020. The following council members answered to roll call Randy Abbink, Tim Asche, Victor Settje, Dennis Bietz, and Sean Barrett (5:03pm). Others present were Finance Officer Tanya Bult, City Maintenance Bob Green and Jason Alberts, Mary Jo Bauder, Peggy Schelske, Curtis Hofer (phone), and Chief of Police Joel Neuman (5:12pm).
A motion was made by Asche, second by Bietz to approve the agenda. All voted in favor. Motion carried.
A motion was made by Abbink, second by Bietz to approve the minutes of last month’s regular meeting with the addition to raises Chief of Police (Joel Neuman) to $17.50 per hour. All voted in favor. Motion carried.
The bills were presented and a motion was made by Bietz, second by Settje to approve the bills. All voted in favor. Motion carried.

Finance Officer’s Report - In December, 20 notices of intent to disconnect service letters were mailed with disconnection on Tuesday, January 7th. Midwest Assistance Program has an upcoming training session regarding improvement projects and the role of the council in Delmont on January 22.
City Maintenance Employee Report - Will be attending a class in Yankton in February.
Chief of Police - 1 barking dog complaint, 5 traffic violations, 1 expired tag, 1 no insurance, 1 DUI assist, 1 domestic assault arrest, 6 agency assists, warnings were given during snow removal for cars parked along the street - tickets will be issued next time.
Public Concerns:
Mary Jo Bauder (County Commissioner) was present to discuss snow removal on the county road just south of the cemetery.

Municipal Government Day - This is being held on a Tuesday and Wednesday which is February 4th and 5th at Pierre. The deadline to register is the 21st of January.
Restricted Site Use Fees - The committee should meet and bring back their recommendation to the council.
2020 City Officials/Employee Wage Schedule - As described in SDCL 6-1-10, each municipality must publish a complete list of employee’s salaries with the proceedings of the first meeting of the year. A motion was made by Abbink to accept the below listed wage schedule, second by Settje. All voted in favor. Motion carried. The 2020 salary and wage schedule for the City of Scotland is as follows:

City Election - A motion was made by Bietz, second by Asche to set the 2020 municipal election date for Tuesday, April 14, 2020 from 7 am to 7 pm. All voted in favor. Motion carried. Start nominating petitions on January 31st with deadline for filing on February 28th at 5pm. The following offices will become vacant due to expiration of the present term: Ward I - Dennis Bietz, Ward II - Victor Settje, Ward III - Randy Abbink.
Fire/EMT Roster - A motion was made by Settje, second by Bietz that the City of Scotland acknowledges and approves to cover the fire and ambulance volunteers per their rosters as follows. Firemen: Dick Behl, Bob Green, Mike Mehrer, Tim Furney, Jim Maruska, Sean Barrett, Troy Furney, John Bult, Jeff DeBoer, Michael Behl, Chad Odens, Jared Schortzman, Andy Vitek, Clinton Sieben, Kyle Stewart, Vincent Bickner, Joe Kronaizl, Jared Zweifel, Dillon Fischer, Tanner Suess, Logan Winckler, Fred Settje, Grayden Furney, Jesse Schlechter, and Tristan Bult. EMT’s: Dick Behl, Michael Behl, Shelly Gibbins, Jim Maruska, Mariah Suess, Tammy Rueb, Sonja Davis, and Shantel Geiman. All voted in favor. Motion carried.
Set meeting date for the February Meeting - The meeting will be on Monday, February 10, 2020 at 5:00pm.
A motion was made by Bietz, second by Asche to enter into executive session at 5:35pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor. Motion carried.
A motion was made by Asche, second by Settje to come out of executive session at 5:47pm with no action taken. All voted in favor. Motion carried.
With no further business to discuss a motion was made by Bietz, second by Abbink to adjourn the meeting at 5:48pm. All voted in favor. Motion carried.
