The regular meeting of the City of Scotland was called to order by President Randy Thum at 5:00pm on Monday, January 11, 2021. The following council members answered to roll call Randy Abbink, Tim Asche, Dennis Bietz, and Sean Barrett (5:01pm). Those council members absent were Jerry Nelson. Others present were Finance Officer Tanya Bult, City Maintenance Jason Alberts and Chris Simantel, Stephen Flynn, Peggy Schelske, and Mayor Curtis Hofer (Via Phone).
A motion was made by Abbink, second by Bietz to approve the agenda. All voted in favor. Motion carried.

Finance Officer’s Report - In December, 34 notices of intent to disconnect service letters were mailed with four being disconnected. Two of the four services have been restored. A thank you was received from the Simantel family for the memorial plant. Several concerned citizens have asked for an update on Zweifels garage that was moved onto the Settje property across the street from the VFW. Gentlemen mentioned opening a distillery in the ride or dine building. Council had no concerns as they would have to follow state guidelines. DENR would have to approve as our lagoon may or may not be able to handle the extra discharge.
City Maintenance Report - Continuing with routine things. Keeping up with snow removal. Proposed getting a side by side instead of a pickup. Maintenance could than spray the cemetery and park instead of bidding it out. Radar signs are in and working on the portable carts. Burned the tree pile at the rubble site.

2021 City Officials/Employee Wage Schedule - As described in SDCL 6-1-10, each municipality must publish a complete list of employee’s salaries with the proceedings of the first meeting of the year. City Election - A motion was made by Barrett, second by Asche to set the 2021 municipal election date for Tuesday, April 13, 2021 from 7 am to 7 pm. All voted in favor. Motion carried.
Fire/EMT Roster - A motion was made by Asche, second by Abbink that the City of Scotland acknowledges and approves to cover the fire and ambulance volunteers per their rosters as follows. Petition for Annexation -
CERTIFICATE OF RESOLUTION ANNEXING CERTAIN PROPERTY TO THE CITY LIMITS CITY OF SCOTLAND
Wherein Abbink introduced the following Resolution for adoption by the Governing Body of the City of Scotland, South Dakota, at its regular meeting on January 11, 2021 as follows:
As this being the time and place for a public hearing to consider the Petition of Gary L. Pepper for the annexation of certain property to the City of Scotland, therefore, Abbink introduced the following Resolution and for its adoption.
WHEREAS, Gary L. Pepper, of Scotland, SD 57059, has presented a Petition in accordance with SDCL 9-4-1 requesting admission within the corporate limits of the City of Scotland, South Dakota, that property described as follows:
Tract 1 of Pepper Addition in the Southeast Quarter (SE¼) of Section Eight (8) in Township Ninety-six (96), of Range Fifty-eight (58), West of the 5th P.M., in Bon Homme County, South Dakota.
WHEREAS, said Petition appears to be in proper form and is signed by more than three-fourths (3/4) of the registered voters and owners of the property located in the area to be admitted within the municipal boundaries of the City of Scotland, South Dakota.
BE IT RESOLVED by the City of Scotland, Bon Homme County, South Dakota that the Voluntary Petition to annex the following described property filed by Gary L. Pepper is hereby granted and the following described property is hereby added to the municipal boundaries of the City of Scotland, Bon Homme County, South Dakota and the same shall be within the city limits of said City of Scotland. Said real property is legally described as follows:

Asche seconded the Motion and after full and complete discussion the Resolution was unanimously adopted on roll call vote.

Snow Removal - After a lengthy discussion it was decided to follow the current ordinances.
It shall be unlawful for any person to park, place or allow to remain, along any curb or edge of any street or roadway within city limits after snowfall accumulation that exceeds two inches in any given twenty-four hour period of time. It shall be the duty of the lessee or occupant or person having charge, or if there is no lessee then owner of each and every property to remove all snow and ice from the sidewalks. It shall be unlawful to clean your residents driveway, sidewalk, or any other portion of your property and dispose of the snow by placing it on the street, alley, or others property.
Set meeting date for the February Meeting - The meeting will be on Monday, February 8, 2021 at 5:00pm.
With no further business to discuss a motion was made by Bietz, second by Abbink to adjourn the meeting at 5:42pm. All voted in favor. Motion carried.
