The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, February 10, 2025. The following council members answered to roll call Wayne Bertrand, Myles Runyon, Victor Settje and Dennis Bietz. Those council members absent were Randy Abbink and Tim Asche. Others present were Tanya Bult, Maggie Spak, Tim Trautmann, Peggy Schelske and Jim Maruska.

A motion was made by Bietz, second by Settje to approve the agenda. All voted in favor. Motion carried.

A motion was made by Bertrand, second by Runyon to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.

A motion was made by Bietz, second by Runyon to approve the bills. All voted in favor. Motion carried.

Finance Officer Report - Presidents Day will be observed on Monday, February 17, 2025. A council member detailed serving terms breakdown was shared. Bult presented the email she received from Ryan Smith regarding the Stafford Street Railroad Crossing. 

Library Report - Library board meeting on February 24, 2025 at 7pm in the library.

Police Report - January calls for service: traffic stops (9), agency assist (2), 911 calls (2), information (5), arrest (2), welfare check (1), suspicious person (1), warrant service (1), mental committal (1), alarm (1). City ordinance enforcement: parking tickets (2), animal control (2).

City Maintenance Report - Nothing new to report.

Settje - Requested an update on code enforcement building on Main Street

City Election - The city election is set for April 8, 2025 from 7am - 7pm held in the city office meeting room. Nominating petitions started January 31st with the deadline to file being February 28th at 5pm.

Compensation of Officers - A motion was made by Bietz to approve the first reading with the following changes: Mayor, $350 per monthly attended meeting, and in addition thereto $50 per special meeting. Aldermen, $125 per monthly attended meeting, and in addition thereto, $50 per special meeting. Motion failed for a lack of second.

A motion was made by Settje, second by Bertrand to approve the first reading with the following changes: Mayor, $400 per monthly attended meeting, and in addition thereto $100 per special meeting. Aldermen, $200 per monthly attended meeting, and in addition thereto, $100 per special meeting. All voted in favor with Runyon abstaining. Motion carried.

Public Parks, Grounds and Buildings - A motion was made by Bertrand, second by Runyon to approve the first reading with the following changes: remove bullet point 4 from 7.0202 as the civic club has disbanded. All voted in favor. Motion carried.

Resignation - A motion was made by Settje, second by Bietz to accept the resignation of city maintenance Tim Trautmann. All voted in favor. Motion carried.

Set meeting date for the March Meeting - The meeting will be on Monday, March 10, 2025 at 5pm.

Set meeting date for the Local Board of Equalization - The meeting will be on Monday, March 17, 2025 at 5:30pm.

A motion was made by Bietz to adjourn the meeting at 5:25pm. Motion failed for a lack of second.

Settje has shown interest in obtaining the water distribution, wastewater collection and stabilization pond certifications.

With no further business to discuss a motion was made by Settje, second by Runyon to adjourn the meeting at 5:31pm. All voted in favor. Motion carried.
