TRAFFIC REGULATIONS, MOVING AND NON-MOVING TRAFFIC
Chapter 6.03 Bicycles
6.0301 General
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.
6.0302 Applicability
The regulations in this Chapter, are applicable to bicycles, and shall apply whenever a bicycle is operated upon any street or thoroughfare in the City of Scotland.
6.0304 Traffic Regulations, Applicability
Every person operating a bicycle within the City of Scotland, shall be subject to the traffic regulations of the City applicable to the driver of a vehicle, except as to those which by their nature can have no application.
6.0305 Riding on Bicycles
A person operating a bicycle shall not ride other than upon or astride a firmly attached and regular seat, nor carry any other person upon such bicycle other than upon a firmly attached and regular seat, nor shall any person ride upon a bicycle other than as above authorized. No bicycle shall be used to carry more persons at one time than the number for which it is designated and equipped.
6.0306 Clinging to Vehicles
No person riding upon any bicycle shall attach the same or himself to any vehicle moving upon a street or thoroughfare in the City of Scotland.
6.0307 Riding in a Group
Persons operating bicycles upon a roadway shall not ride more than two abreast, except upon paths or parts of roadways set aside for the exclusive use of bicycles.
6.0308 Carrying Articles
No person operating a bicycle shall carry any package, bundle or article which prevents the rider from keeping both hands upon the handle bars.
6.0309 Parking
No person shall park a bicycle upon a street other than upon the roadway against the curb or upon a sidewalk rack to support the bicycle or against a building or at the curb in such manner as to afford the least obstruction to pedestrian traffic.
6.0310 Lamps and Reflectors
Every bicycle, when in use at night, shall be equipped with a lamp on the front exhibiting a headlight visible from a distance of at least 100 feet in front and with a lamp on the rear exhibiting a light visible from a distance of 100 feet to the rear, except than an approved red reflector meeting the minimum requirements of the State Uniform Highway Traffic Act may be used in lieu thereof.
6.0312 Brakes
Every bicycle shall be equipped with a brake that will enable the operator thereof to make the braked wheel skid on dry, level or clear roadway.
6.0399 Penalties
(a) Every person, under 15 years of age, convicted of a violation of any of the provisions of this chapter shall have his/her bicycle impounded for a period not exceeding thirty (30) days for any one offense.
(b) Every person, over 15 years of age, convicted of a violation of any of the provisions of this chapter will be guilty of a misdemeanor and shall be fined $100.
