Chapter 15.02 Vagrancy
15.0201 Vagrant Defined
A vagrant within the meaning of this chapter is one who goes about from place to place, who has no lawful or visible means of support and who lives upon charity, although physically able to support himself. Vagrants shall include gamblers, person without visible occupation or means of support, loiterers, prostitutes, habitual drunkards, persons who beg in public places or from house to house or procure others to do so for them and their benefit, and such persons who represent themselves as collectors for charity when in fact they are not.
15.0202 Unlawful
It shall be unlawful for any person within the City of Scotland to pursue the calling defined in the preceding section as vagrancy.
